Hanoi, October 26, 2026 – Viettel High Technology Industries Corporation (Viettel High Tech) has been honored in the “Best Technology Deployment (Operators/Gov.) – Asia” category at the Telecom Review Excellence Awards 2026, held in Dubai (UAE). The award recognizes vOCS 4.0, Viettel’s next-generation real-time charging system developed on a Cloud Native architecture. This is the first time a Vietnamese enterprise has been honored at these awards.
Over the past three months alone, Viettel High Tech, in coordination with Viettel Networks Corporation (Viettel Networks) and Viettel Telecom Corporation (Viettel Telecom), has completed the migration of more than 100 million Viettel mobile subscribers in Vietnam, together with approximately 5,000 service plans, from vOCS 3.0 to vOCS 4.0. The migration was carried out on the live network without any service disruption: tens of millions of users continued to make calls, send messages and access the internet as usual while the system behind the scenes was being replaced. Across both generations, the vOCS platform now serves more than 220 million subscribers in Vietnam and in 10 overseas markets where Viettel has invested.

The Online Charging System (OCS) is one of a mobile operator’s most critical systems: every call, message and unit of data traffic, as well as every service plan and promotion, is processed and charged here the moment it occurs. It is a field with high technological barriers to entry, long dominated by a handful of global technology corporations.
vOCS 4.0 can process more than 300,000 transactions per second, or over 1 billion transactions per hour, with latency below 5 milliseconds, dozens of times faster than the blink of an eye. Compared with the previous generation, the system cuts hardware investment costs by up to 50%, shortens deployment time by about 30% and introduces new features three times faster.

Viettel High Tech has mastered and independently developed every core technology layer of vOCS 4.0: a Cloud Native platform built to international telecommunications standards, a Network Functions Virtualization Management and Orchestration (NFV-MANO) architecture, and the technologies for real-time charging, subscriber data management and account balance management. The whole system is designed for telecommunications networks and meets their requirements for throughput, latency, scalability and high availability at a scale of more than 100 million subscribers.

Mr. Luu Manh Ha, CEO of Viettel Networks, the unit that directly operates the system, said: “From real-world deployment and operation, we rate vOCS 4.0 highly for its performance, its stability, the accuracy of every charging transaction and its scalability. The system has passed rigorous tests of real-time automatic fault detection and self-recovery, and that is what allows us, as an operator, to keep our commitment to serve customers without interruption, 24/7.”
According to Mr. Ha, vOCS 4.0 was developed to keep pace with Viettel Networks’ network technology transformation. When the charging system and the network infrastructure run on the same virtualized platform and share the same hardware, the operator can allocate resources flexibly, simplify operations and add features faster, which significantly reduces investment and operating costs. “Above all, an operator that masters its own charging system is no longer dependent on foreign vendors, safeguards its digital sovereignty and gains flexibility in its business,” Mr. Ha emphasized.
According to Mr. Nguyen Minh Quang, CEO of Viettel High Tech, vOCS 4.0 simultaneously serves networks from 2G to 5G as well as fixed-line services on a single platform. Business units can configure service plans themselves using standardized templates combined with automated testing, reducing the time it takes to bring a new plan to customers from several days to just a few hours. “The charging system is where every business policy of an operator is turned into revenue in real time. We believe vOCS 4.0 is ready to partner with domestic and international operators in unlocking the value of 5G and digital services,” Mr. Quang affirmed.
Viettel High Tech has now officially begun offering vOCS 4.0 to international operators, giving “Make in Vietnam” technology a larger part in the global telecommunications value chain.
ABOUT vOCS 4.0
Viettel began developing its own charging system in 2012. In 2017, vOCS 3.0 replaced a foreign vendor’s system for 90 million Viettel subscribers in Vietnam and was later deployed in Viettel’s overseas markets across Asia, Africa and the Americas. In 2020, Viettel High Tech began developing vOCS 4.0 on a Cloud Native architecture. The system served its first 1 million subscribers by the end of 2022 and more than 100 million by 2026. vOCS 4.0 runs simultaneously at two data centers about 2,000 km apart; if one site fails, the other takes over automatically and restores service in less than 2 minutes. Automated testing has cut testing resources by about 60%.
ABOUT THE TELECOM REVIEW EXCELLENCE AWARDS
The Telecom Review Excellence Awards is an annual awards program held as part of the Telecom Review Leaders’ Summit and organized by Telecom Review Group, a Dubai-based media group with publications across the Middle East, Asia, Africa, Europe and the Americas. The 2026 edition, the 20th, had 39 categories for companies and 8 categories for leaders and brought together more than 600 technology industry leaders. An independent panel of experts evaluates and scores the companies. Previous winners of the Best Technology Deployment category, in which Viettel High Tech received its award, include technology companies ZTE (China) and Mavenir (USA) and Saudi Arabia’s telecommunications group stc Group. In other categories, the awards have recognized technology companies such as Huawei, Nokia and NEC.
